Hm...It's just too weak i think. It sounds like it could be useful, kind of along the lines of the mantras and such. Make it a little more powerful. Like GOLE, where its the next xx skills, and longer recharge, that could be interesting.

This can be combined with Elite Hexes which can make this powerful in some cases.

Why is it Death Magic? Wouldn't Curses make a lot more sense, since it's almost all hexes?

EDIT: If you were wanting to avoid abuse with Curses spells, Soul Reaping would probably work best, not Death Magic (which has 4 hexes).

I'm thinking this should be an enchantment? To me it seems a little odd to throw a hex on a foe with no effect, unless you cast a 2nd hex. Although this would be overpowered with Suffering, Shadow of Fear, Reckless Haste and other AoE hexes.

That's a partial reason I put this into Death magic. Since a Malignant Gaze is a symbol of wanting to cast "death" upon someone, in definition, it makes sense.
Also Curses has skills that take 2 seconds to cast, well if you don't dedicate a few points to death magic, it'll make it slightly more difficult to keep Curses as your powerhouse.
It's a little "balance" thing.
Soul Reaping can work, but, people dedicate more points to that if they're solely doing one thing, like curses. So it'd be too easy to get a high duration.
